Yes, Water is required for agriculture and in the lack of an adequate amount of water the production level of crops decreases.

Explanation:

1. Intensive use of water has increased production but has reduced the level of water table. Even the regions have frequent rainfall which recharges the water table has reached a low level.  

2. As a result, the farmers have to dig deeper tube well for irrigation. High level of irrigation requires electricity. These have increased the consumption of electricity.  

3. To have a well-developed irrigation system requires huge capital.
