Water resources in sub-Saharan Africa (SSA) have become a strategic commodity, with supply limited in terms of quantity and quality, and demand increasing due to population growth and economic development. The strategy developed in this document is based on the principle that water is a scarce good with dimensions of economic efficiency, social equity, and environmental sustainability. The strategy recommends an integrated, cross-sectoral, catchment area approach to water resources management in African countries. The approach builds upon African commitment and strengths, and recommends key strategic interventions for African consideration. Based on an analysis of the current status and emerging trends in SSA's water resources, five development imperatives are identified: household water security, catchment area and wetland protection, food security, water quality and human health, and intra-national and international conflict resolution. An assessment is made of the rich collection of strengths, achievements and opportunities in the region.
