being a good conductor of electricity water will sprang up the fire n even cause more destruction
in case of burning oil water will float on the surface of the oil leaving no effect on the fire

Pure water is not a conductor of electricity. But when it get mixed or dissolved with other substances, it becomes a good conductor of electricity and become dangerous as it can cause electrocution to human. So CO2 fire extinguishers or sands are used to extinguish electrical fire.

Petroleum products and oils have lesser density than water and so they float on water. The fire will keep burning and even get worse. So in such cases too, fire extinguishers or sands are the best options to extinguish the fire.
