It's the open highway system but the whole system is found in the many bodies water linked together and located all over the world. Nobody can stop you from navigating the great water bodies of the world, come to think of it. Except for the Panama and Suez Canals (there are probably more like those in Venice), the water transport routes are all not controlled like most land highways or streets. Have you noticed how even tiny boats can run very close to the great water tankers of the US Navy? I have seen that many times in Subic Bay in the Philippines.

Practically nothing controls the routes as they vary and switch according to weather conditions. There are national boundaries, of course. And there are routes established, and they can be followed or not depending on actual conditions. As the captain, you just have to make sure your water vessel or vehicle does not bump into another water vehicle there.
