here is the explanation:

Water evaporates into air from oceans, rivers and lakes but not from the soil. The process of water changing into its vapour, is called evaporation. The evaporation of water takes place only in sunlight. Water vapour condenses to form tiny droplets of water in the upper layers of air where it is cooler.

there is not fix place but we all know hot air present above the cooled air because it is light so droplets are form in hot air which lie above the cool air and came back on the earth surface in form of dew , rain, fog, frost, by condensation.
