this is in connection with water every where in front of you In the sea in abundant quantity but not a drop to drink because the sea water is very very salty and it is not fit to drink.

The meaning of this poem "WATER WATER EVERYWHERE AND NOT A DROP TO DRINK"  is that water is present everywhere but cannot be utilized. It is present in lake, oceans, ponds and etc but it is not available for drinking.

The available water is 'salty' and not clear to drink.  Ocean covers '71%' of the Earth itself (about 36.1 million square kilometers). Half of which is 3000 meters deep.
