The earth’s atmosphere is composed of many individual atmospheric gases. The atmosphere has many levels which involve changes in atmospheric pressure and concentration of gases. The atmosphere itself is often used interchangeably with the term “biosphere” which is the very thin layer at the surface, where most organisms live.

The make up of the gases in the atmosphere are generally considered fixed because the atmosphere serves to contain the trapped gases, of which water serves a great portion of time, as water vapor.
The atmosphere makes possible a phenomenon called the water cycle
Even at sea level, the oceans’ surfaces meet at the interface of the “air” or, our atmosphere, which exchanges gases (releasing a great deal of photosynthetic oxygen) with the atmosphere, and also releases water vapor (evaporation) and collects water (condensation).

This is because of water cycle.
Water in ocean bodies get evaporated and turns into water vapours.
Many water vapours together forms cloud. Again water comes back to earth in the form precipitation.
This cycle goes on. So water would never get exhausted from earth's surface.
