"Electromagnetic waves" can propagate without molecules.  

In other words, they do not need any medium to be transmitted. For example, mechanical waves like sound waves need air or water to be transmitted.  

Electromagnetic waves on the other hand, Electrical and magnetic fields together couple to form these waves which can be travel not only in air, water or any solid material, but also in vacuum, like in outer space. Radio wave, microwave, infrared, visible, ultraviolet, X-ray and gamma ray forms the electromagnetic wave spectrum.
