In the given compounds functional isomerism is present i.e 1st is ester grp and in 2nd compound there is acid grp.

The compounds having similar molecular formula but different arrangement of atoms or groups in space are called isomers and the phenomenon is called as isomerism.  

Functional group is a group of atoms which provide characteristic properties to a compound.

HCOOCH_3 and CH_3COOH are functional isomers with HCOOCH_3  containing ester functional group and CH_3COOH containing carboxylic acid functional group.

Thus they have same molecular formula but different functional groups attached.
