we all have our own circumstances , environment and people . Even if someone is a theif , it's because of his circumstances or the way people treated him or the way he felt . I'm not saying to not punish him . But can we really blame him for being a theif ?

Yes, in your view on it, it is not right to punish him. But , everybody is equal before the law, irrespective of circumstances or the way people treated him or the way he felt. That is why he is punished.
