This is called dark adaptation.
When you are in a bright room your pupil is very small so that excessive light does not burn your retina.
However as you enter a dark room your pupil gets enlarged and allows more light to enter your eye so that you can recognise objects. This process usually takes place within two minutes .

After a shorttime we can see around us .It happens because in the bright light the pupil is small .So when we enter a darkened room a very little light entresour eye .After some time the pupil expand and become large .More light then enters our eyed .Thus we can see clearly.
