The most important significance will be that there will be no supreme authority.
There will be more than one supreme authorities as there are many state governments,this will in turn will result in poor coordination between the states.
Also there will be the state governments which will decide the budget for the whole country, this will again result in disagreements in the distribution of the revenue.
There are many more problems which will arise, the list is endless . I have mentioned only few.
