This Statement is True, as Article 32 of the Indian Constitution, Right to Constitutional Remedies says that If the Fundamental Right of a person is violated, the person can directly approach the SUPREME COURT or HIGH COURT to get it restored. SUPREME COURT can issue writ jurisdiction only in the case of Fundamental Rights whereas HIGH COURT can issue writ jurisdiction in the case of Fundamental Rights as well as outside the scope of Fundamental Rights.
