Regular reflection occurs on smooth surfaces which does not have any irregularities. The surface of water if left undisturbed also becomes smooth. When a ray of light strikes an object , apart of reflected and part of it is absorbed. So when light falls on undisturbed water it gets reflected. However , when we try to touch it the water becomes unstable and our reflection starts moving and further if we dip our hand the smooth surface gets destructed and reflection disappears.
