we can't change active voice to passive voice if there is 'be'form in active voice? please explain​

When we use 'be' verb in an active sentence, there's only the subject, verb (be) and usually an adjective. This does not include any direct object and only sentences with direct object can be changed into passive voice.

Ex. I am busy.(no object )
