The answer is simple:

We can't cut a stream of water with our hands or simply with any other object because its molecules are not held tightly packed with each other. The intermolecular force of attraction between its molecules is much less. Therefore, if you try to cut a stream of water then unlike solids it will simply try to regain its original shape!
