The seeds of cereal plants should not be plucked by hands like we pluck fruit plants from a plant. In a fruit plant or tree, the plant or tree remains there and we do not cut the whole plant or tree for the sake of fruit, only the fruit is hand-plucked. ... If we pluck by hand, the seeds may fall loose on the ground.

The reason is because, other plants' seeds are very less in quantity while cereal plants' seeds are more in quantity. Hence, it is told that we must carry a container to collect the seeds so that we don't lose them.
