This is explained by Newton's First Law
:That is a body remains at rest or in motion unless an external force is applied to it
So as when brakes are applied in a moving bus our foot comes to rest along with the bus but our upper body tends to remain in inertia of motion and so our body leans in forward direction due to motion and so we tend to fall in forward direction in a moving bus

As the driver applies brakes, the bus comes to rest. But, the passenger tries to maintain the inertia of motion. As a result, a forward force is exerted on him. ... Hence, the passenger tends to fall back when the bus accelerates forward.
