this is because when we hold a piece of ice, it absorbs heat from our skin to liquify into water in form of lantent heat of fusion as our hand loses heat, we feel cold.

When we touch a piece of ice, the ice absorbs the necessary heat from our hands for overcoming it's latent heat of fusion and to become liquid.
