This illusion is called a mirage.
A mirage occurs during extremely hot days. When the ground absorbs a lot of heat from the sun, it causes the air immediately around the ground to heat up too. However, the rest of the air is not heated up. So, there is a temperature difference.
When sunlight travels through these layers of air with different temperatures, it travels with different speeds. This makes the light rays bend, which is called refraction. This refraction makes it look like the rays are coming from something that is lying on the ground (because the light has been bent). It is this refraction that causes the illusion and we think that there is water lying on the road or there is a pool of water in the desert, when actually there is nothing on the ground.
