there can be many reasons dear......
I) either they are not registered in the government record
ii) they are very far away so it's not possible to supply electricity ....
III) some villages are situated at a place where geological condition is not suitable to supply electricity e.g houses at hills
may be u can now understand the reason.......there can be many reasons too am not saying that my given reason are the only ones..,....
