2. Strengthen the law and order system.

3. Spread knowledge about health and hygiene.

4. Make the obvious facts of science known to the citizens.

5. Ensure Proper counseling system to help people develop a rational mind.

Explanation: From my point of view with these 5 steps one can eradicate superstition from the society. Though its not an easy work to do. One needs help from all the rational mind to perform this task.
