The formula given by you is actually the "Columb's law".
As per your condition the value 9×10^9 is being used in many questions for simplification.
This is because of there are some standard values found already .
π =3.14
E° =8.854 ×10^-12
Sub.these values in 1/4πE° you will get the answer 9×10^9.
