paulis exclusion principal ig our atoms and the other atoms would probably overlap that couldnt happen as only a limited number of electrons can be in the same orbit follow and like me if u liked my answer ✌

Because:-
if it's a solid, they are so compressed that we have nearly no space
but if it's air, they are freely moving so it's is easy to go through it.
So it doesn't matter if they are 99 percent empty, the only thing that matter is how much they are compressed :)
