we know there is hydrogen in uranus surface then why there is not helium to produce light and heat

because nuclear fussion coul not take place due to absence of heat on surface of uranus.

Hey there,

Hydrogen nuclei fuse with the same species of atoms to form Helium as in the case of sun. But this require temperature of the order 10⁷ K and the temperature is far lower about 10 K so no nuclear fusion can occur. As a result, no Helium is produced.
