We never write dear sir or madam in salutation while writing a letter to the Editor,we only write sir or madam...

We don't write dear in salutations while writing a letter to the editor because the letter to the editor is a formal letter so we cannot use words like dear in them which are used for a friend, relative, etc. In informal letter we can use words like your thankfully,  yours obedient, etc.
