This statement means that everyone praises the wind each and every time because everyone knows that the wind is the symbol of power and strength. Even in some traditions, there are gods and goddesses which are in some or the other way, related with the wind. That is why the wind is here referred as ‘him’ and the people are called here ‘we’ including the poet too.
