To make a sentence ‘exclamatory’, you put an exclamation mark at the end of it:

He was moved to hear the story of the boy!

I have a difficult time grasping why anybody would be so incredibly excited to hear about the story of some boy, but still: that is an exclamatory sentence.

Mostly one uses an exclamation mark to indicate that someone is EXCITED.

‘He was moved’ is passive.

You could totally rewrite it:

What a story! I could hardly believe this boy survived! Marvelous!
