We say that a tree is stationary but is it in motion with respect to some other object?

a body is said to be in rest if it does not change its position with respect to its surroundings .
so we can tell that a tree is in rest with respect to me.but any person in a moving train will tell that a tree is in motion with respect to him/her.

yes , motion is relative phenomenon it is not universal
if there is something moving may be at rest for other observer
this is fully explained in theory of relativity where einstein showed how motion and time is relative
everyone has its own frame of referance, thus it depends from which frame of referance you are looking !
