No, Because shining side is over treated by the laser beam any mark on it can make it unable to access data. You can write on the non-shining side. **Comment me to improve it..

We should not write anything with pen or pencil on the shining of CD or DVD.
We need to understand that it is made to store important data and when we write anything it get scratches and it can be damage so it’s better to not write anything on the CD or DVD.
