We usually assume that ammeters have negligible resistance and voltmeters have
infinite resistance.
The determination of ε and r is not affected by using an ammeter with non-negligible
resistance but is affected by using a voltmeter with a low resistance.

if the resistance of voltmeter will be low then maximum amount of voltage will passed through the voltmeter instead of the the appliance....

Then due to this the voltmeter reading will not read properly

when using a voltmeter with low resistance current flows through the circuit and hence through the cell .. if current flows the internal resistance will also be activated. hence we will get a volt meter reading less than actual EMF . to get actual EMF  we must measure the voltage across the cell when no current is drawn from the cell for this we need a voltmeter of infinite resistance ( potentiometer )
