We have cones in our eyes that help us detect colors. These cones can not work in dim light that is why we can't see colors in dim light.

Hey hi friend !!!
Well let me first tell u that retina is the part of the eye that enables us to see the objects.
This retina has two types of cells Cones and rods
Cones are used for detecting different color while the brightness and dimness is detected by rod cells .
Since the rods perseve less brightness it is very difficult to see bright colors as our cones also are not able to exactly distinguish between colours .
Hence due to the dimness we can't see bright object clearly

Hope u got it  :-)

fusion: well explained..gr8 answer
kvnmurty: The intensity in the light rays reflected from the object, or emanating from the object itself, are not strong enough...ie., they do not have enough energy in them... So the stimulation received by the rods is not enough... they do not send any signals to the brain..
