The above quote is a very famous said by Sarojini Naidu.
"deeper sincerity of motive" was referred, to encourage the people. She told the people to be firm in their motive and should do the task which was right and not the one which was easy (due to loss of motivation).
In the line "a greater courage in speech", She wanted the people to say their hearts openly out without fear and throw an open rebellion if needed to do so. She knew many people were afraid of the consequences. The people always kept quite because of the fear. She told the people to be brave, strong at heart and work with courage.
By "earnestness in action" she wanted to preach that a person should always love what he or she does and concentrate on the work at hand. They should always do the work with love but they shouldn't do the work because they are expected to do so.
