See the weight of the empty bucket is 3 kg so 8-3 = 5kg that is the weight of the water half filled so full filled bucket will be 5kg*2+3 = 13 kg

Now solving 2nd condition

1/5 of filled is 5kg as we assumed the weight of empty bucket as 3kg then 1/5 of water filled will be 5-3 = 2kg so 1/5 is 2kg then full filled will be 5*2 = 10 kg and empty bucket be 3kg hence the full filled bucket will be 13 kg
