1). Achieving a majority by any one party is impossible that led the rule of coalition.
2). Article 48 was signed it gave the power to president to impose emergency,suspend the civil rights and rule by decree.

1. It had to sign the treaty of versailles which depressed the economy of Germany badly and also humiliated germans.
