This statement – well good luck to you, is grammatically correct. It has a motive too, i.e. wishing someone with good luck. But, every wishing takes with it a warm feeling that someone is really worried about the other's luck.
Here in this sentence, it seems more like a duty than wishing from feeling. So, this statement can be modified a bit to change the type of feelings. This statement can be said as – I (or we) wish you good luck.
