Well, it's time I did some real work, I told myself; I'm out of
practice. And if I don't take the money, he'll only waste it

a) 'I' is Hari and 'he' is Anil.

b) The 'real work' the speaker wants to do is thievery. Hari Singh is out of practice because he had not stealer anything from Anil yet.

c) The speaker was a thief. He used to work for Anil but Anil did not pay him. Whenever Anil got the money he would spend it on his friends. So the speaker intended to take the money.

d) The speaker gives the impression that 'he' is a spender.
