He or she said were,means the speaker changing the sentence in is own words for example bill will pass on saturday,if we change then direct speech of this is he said that the bill will arrive on saturday,give a like and mark it as brainleast

I think it should be are...

as in

Indirect:They said that they were going.

Direct:They said,"We are going."
