Yeah most of the rules and regulations of Indian are based on values. Every human being  in the community does various activities in their daily lives, the activities can be good or bad. These activities can be of advantage to the society or disadvantage. To ensure that no one harms some rules have been set. These rules are set based on good values of the society like  respect, kindness and many other values. CMM
