When liquid water on wet clothes come in contact with dry air around it, it is not in equilibrium. So, in order to gain equilibrium, the water molecules evaporate off the surface until the water in the air creates enough vapor pressure to achieve equilibrium.

If the atmosphere is humid, then the rate of evaporation decreases as there is already water vapor around the clothe and hence the vapor pressure would be nearly equal to the vapor pressure needed to create equilibrium.
