Becoz the sunlight is not there and in rainy day there is lot of humidity due to wet weather .

yeah wet clothes do not dry easily on a rainy day because on a rainy day, there's already a lot of moisture present in the surrounding atmosphere.. and also the sun rays aren't able to reach properly because of clouds. so the temperature will decrease. and if the temperature will decrease, then rate of evaporation will be also less. second there's already lot of moisture present in the air. hence, it'll take time for wet clothes to dry up fast since the moisture present in the air will evaporate first.
that's why wet clothes do not dry easily in a rainy day.
