Heya user!!

Your question is amazing.Outswardly, anyone would say so simple question, answer should be a gust of wind!!BUT...

First answer is yes,a gust of wind. But it could have blown it away. Why does it FLUTTER then?
I marked the same phenomena with the banana leaves.Sometimes they just flutter or swing so fast!!And it is due to their shape. When wind makes presssure on one part of the leaf then suddenly at the another part the pressure falls down (due to their shape). Then again to cover that vacuum air fills up that place ,And pressure on the previous part decreases. This process goes on and on.And at both sides of the leave air starts blowing. And the leaves start swinging (believe me soooooooo fast).

Exact phenomenon happens with the cloth. And they FLUTTER.

Thanks for asking the question. I suggest you to watch a video on the leaf that I told above. You will be more clear.

Have a good day
