There are two reasons for this statement. In the rainy season the air is usually moist and wet and when this moist air comes in contact with the said clothes they become even more wet. This makes the clothes wet. One more reason behind extremely wet clothes is constant showers of rain that can make the clothes very wet and thus, making them take more time to dry.

during rainy seasons, wet clothes takes longer time to dry because of the increased amount of humidity present in the atmosphere .

as we know, increase in humidity results in decrease in rate of evaporation.
