let   the  internal resistance be  r .
case 1 
E = I(r+R) = 0.5 (r + 2 )  = 0.5r + 1 
case 2 
E = I(r+R) = 0.25(r + 5 ) = 0.25 r + 1.25 

now , 
0.5 r  + 1 = 0.25 r  + 1.25
0.25r = 0.25
r = 1 ohm
