My last French lesson! Why, I hardly knew how

to write! I should never learn any more.

b) the narrator was both shocked and sorry that he would not be able to learn his mother tongue in future. the narrator hardly knew how to write french because he used to put off learning till the next day.

c) they here refers to the Berlin people who sent order to Alsace and Lorraine.
