What according to you should be the principal followed in a democracy? Is Indian truly democratic? Why? Why not?

the simple principle of the democracy should be to the people, by the people and for the people. India can only be considered democratic in just the books because now to there are many places in India where we cannot reach the law.and for this India needs a proper executive system .
