- The movement was to be nonviolent and to consist of Indians resigning their titles; boycotting government educational institutions, the courts, government service, foreign goods.Three social groups, their hopes and struggles :
- Middle Classes in the Cities : These mainly comprised students, teachers and lawyers. They responded enthusiastically to the call for non-cooperation and boycott.
- Peasants and Tribals : At many places, peasants joined the Non-Cooperation Movement.
