There is lesser amount of oxygen dissolved in water than in atmospheric air. So the aquatic animals have to breathe faster.

The aquatic animals get the oxygen from the water that is dissolved in water thus the rate of breathing is faster in the aquatic animals. while terrestrial animals get oxygen directly from the air and the breathing rate is slow.
