According to my experience--:)


You either:
1. have not yet reached puberty,
2. are not working out hard enough to provoke a gaining response, or 
3. are working out SO MUCH that you simply can’t eat enough (unlikely).

Wait until your at least 16, workout with multiple joint exercise (Squats, Deadlifts, Bench Presses, Shoulder Presses, Bent Rows) with very heavy weights, and EAT. 

 eat enough healthy fats to help you build your testosterone levels, and don’t go overboard with sweets, breads, pastas, and starchy foods… eat that stuff only before or after your workouts.

At puberty, one will get mass naturally so there is no need of gaining mass before the phase of puberty.

You will need to train at least 3 days a week to make solid progress. Focus on compound lifts and gain weight over time.

I wouldn't mass gaining until the nutrition is perfect. Once you have your nutrition working towards your goal and you are at full maturity in terms of growth hormones, may be then considered as over priced, mass gainer.
