You need lots of things to make a complete TV show. You seem to be talking about anime and cartoons.

The study of how to make the art itself is animation. There are many other components that don't have to do with animation, such as story writing.

You need to develop a story, be good at conveying it, and be good at animating and drawing. Of course, if you have lots of money, you don't have to do anything yourself and can just hire other people to animate for you, if you already have a story.

Unless you make the animation series in Japan, it's not going to be an anime.
